Overview\r\nThis dataset contains all DOMI Street Closure Permit data in the Computronix (CX)\r\nsystem from the date of its adoption (in May 2020) until the present. The data in each record can be used to determine when street closures are occurring, who is requesting these closures, why the closure is being requested, and for mapping the closures themselves. It is updated hourly (as of March 2024).\r\n\r\n## Preprocessing/Formatting\r\n\r\nIt is important to distinguish between a permit, a permit's street closure(s),\r\nand the roadway segments that are referenced to that closure(s).\r\n\r\n\u2022 The CX system identifies a street in segments of roadway. (As an example, the CX system could divide Maple Street into multiple segments.)\r\n\r\n\u2022 A single street closure may span multiple segments of a street.\r\n\r\n\u2022 The street closure permit refers to all the component line segments.\r\n\r\n\u2022 A permit may have multiple streets which are closed. Street closure permits\r\noften reference many segments of roadway.\r\n\r\nThe `roadway_id` field is a unique GIS line segment representing the aforementioned\r\nsegments of road. The `roadway_id` values are assigned internally by the CX system and are unlikely to be known by the permit applicant. A section of roadway may have multiple permits issued over its lifespan. Therefore, a given `roadway_id` value may appear in multiple permits.\r\n\r\nThe field `closure_id` represents a unique ID for each closure, and `permit_id` uniquely identifies each permit. This is in contrast to the aforementioned `roadway_id` field which, again, is a unique ID only for the roadway segments.\r\n\r\nCity teams that use this data requested that each segment of each street closure permit\r\nbe represented as a unique row in the dataset. Thus, a street closure permit that refers to three segments of roadway would be represented as three rows in the table. Aside from the `roadway_id` field, most other data from that permit pertains equally to those three rows.\r\nThus, the values in most fields of the three records are identical.\r\n\r\nEach row has the fields `segment_num` and `total_segments` which detail the relationship\r\nof each record, and its corresponding permit, according to street segment. The above example\r\nproduced three records for a single permit. In this case, `total_segments` would equal 3 for each record. Each of those records would have a unique value between 1 and 3.\r\n\r\nThe `geometry` field consists of string values of lat/long coordinates, which can be used\r\nto map the street segments.\r\n\r\nAll string text (most fields) were converted to UPPERCASE data. Most of the data are\r\nmanually entered and often contain non-uniform formatting. While several solutions for\r\ncleaning the data exist, text were transformed to UPPERCASE to provide some degree of\r\nregularization. Beyond that, it is recommended that the user carefully think through cleaning\r\nany unstructured data, as there are many nuances to consider. For some locations, we've also added the name of a place (e.g., \"Pittsburgh\" or \"Penn Hills\") within that cell, to make look-ups easier.\r\n\r\n--- \r\n## Known Uses ##\r\nIf you are using this dataset, please write to the data steward (listed below) and let us know!\r\n\r\n--- \r\n## Recommended Uses ##\r\nThis data could provide an early-warning system for certain kinds of unhealthy air quality events, such as dangerously high PM<sub>2.5</sub> levels from wildfire-induced smog.\r\n\r\n--- \r\n## Known Limitations/Biases ##\r\nThe GEOS-CF forecast predicts air quality at ground level and does not account for significant variations in altitude. It can not predict incidents resulting from, for instance, emission of gases from industrial facilities, before they happen. It is pretty good at modelling the movement of existing pollutants through the atmosphere. Its spatial resolution (currently 25 km) is another limitation; it can only provide an average over a large area and isn't sensitive to smaller-scale variations. More detailed descriptions of the limitations are provided in [this paper](https://agupubs.onlinelibrary.wiley.com/doi/10.1029/2020MS002413).\r\n\r\nAlso, sometimes the model results can not be computed on the expected schedule. Some of the more common outcomes include:  borrowers may come to an agreement with the lender for unpaid debt; borrowers may sell the property to satisfy part or all of the debt; borrowers may voluntarily relinquish ownership to the lender; lenders may decide not to pursue the foreclosure any further; and the property may proceed all the way through a sheriff sale, where it is sold to a new owner.\r\n\r\nBefore September 2022, the data presented here included only the final filing for the month in which each case (represented by Case ID) is opened; since then the feed has changed so we now have a new `last_activity` field, which gets updated whenever there is a new filing in the case with the date of the last filing for the month. The `last_activity` value gives some indication of which cases are still ongoing. (However, the new feed does not include the `docket_type` field, so these are blank for cases started after August 2022.)
